Prashant Shinde for changing income of applicant in Income Certificate
application form . As per law the applicant has to give self declaration in
income certificate application following self declaration regulation. Later the
authorities verify the income from tax authorities and take suitable action. It
is a long process to very PAN card details and valuation to get exact income.
When the applicant approached
the Thakurli talhati Prashant Shinde for
income certificate at Bhave Hall, near SBI , Dombivali west , Thane then
talhati send his peon to check the address of applicant. As per peon report he
changed income from Rs 85000 to Rs185000 and signed the form. Without any base
he changed income instantly in arbitrary manner without following due process
of law. The talhati is not valuer or chartered accountant who can declare the
income of person by face reading . He is just clerk level post to verify
location and record submitted.
The Talhati Association has
made policy that not to issue income certificate of less than Rs1Lac at Mumbai
and Thane region. Earlier in 2017 one FIR was registered against a talhati
under IPC 420 for issuing income certificate of Rs 85000 in 2017. It means
talhati may have forge documents, so police registered FIR against talhati but
not against applicant.
Changing the income of
applicant in income certificate application is also crime and talahati can not
act in such unconstitutional manner .The complaint is registered to register
FIR under IPC 166 A . As per Supreme Court order in Lalitha Kumari Case FIR is
mandatory in Cognizable offence. Police Inspector also can be prosecuted for
IPC 166 A for neglecting duty as per SC order. There is punishment of 6 month
to 2 years with fine in IPC 166A.
