MUMBAI: Legislators can access discretionary funds as well as those under the District Planning and Development Committee (DPDC) and various government schemes to spur much-needed development in their constituencies. Activists, though, say the need of the hour is an audit of how these funds have been utilized on the ground. "Over the years, a lot of money has been poured into a lot of welfare schemes. It is time citizens started demanding an audit of the outcome of the money spent so that all can understand if the funds are being optimally utilized," said an activist. Gerson D'Cunha, founder member of Action for Good Governance and Networking in India, said, "The basic and the most outrageous thing is that citizens are not consulted before funds are utilized.
