PETITIONER SCARED TO APPEAR IN PIL DUE TO JAIL OR PENALTY ACTION BY CJ FOR VIOLATING INSTRUCTIONS

3 Aug 2017: Bombay High Court Chief Justice warned party in person (without advocate ) activist that not to appear before him without advocate in future. CJ Smt. Manjulla Chellur warned that if you appear without advocate then court will take serious action .
The PIL against motorman dress violation was on board . By appearing in person by petitioner she made such comment. She also said that you have got habit of filing PIL . Petitioner Sapan Shrivastava is famous in Bombay High Court for filing PIL as in person with lowest cost. He raised many scam by RTI but now days his petitions are not entertain by CJ bench. Due to him many corporate scam came in limelight but CJ bench dismissing PIL by not listening petitioner submission. At the end public interest is suffering and corrupt are enjoying.Filing PIL in person is very cheap ie from Rs300-1000( Rs 200 Court Fees), but advocates are very costly to hire. So the few courts discourage in person filing  which result advantage for corrupt parties. In Past 8.85 lacs cases has taken party in persons submission at various High Courts and Supreme court in last 25 years. Supreme Court constitution bench also passed Access to Justice and Right to Justice order. So Why Bombay High Court Not giving justice to Maharashtra Citizens in spite of Constitutional power?
If lower court understand party in person submission then Why CJ can not understand ? Will the Justice will be accessible only for rich people?
Note: In Last 25 years Party In Person appeared in 8.85 Lacs Approx cases at Various High Court and Supreme Court.
