Text of Application	Applications for information under RTI Act, 2005 from Ministry of Home Affairs may be addressed to Central Public Information Officer, Ministry of Home Affairs, North Block, New Delhi 110001 clearly specifying the information required from the records of Ministry of Home Affairs. RTI Queries Institute of Actuaries of India is established by an Act of Parliament vide Actuaries Act, 2006. It is a public authority. It has a council consisting of 12 elected members, which manage the affairs of the Institute, and has also four nominees from Government of India, as per Section 12 of the Actuaries Act, 2006. Election Rules framed by the Government of India do not specify whether a fellow member of the Institute of Actuaries of India is debarred from being member of the Council, if he A is a foreign citizen residing outside India B is an Indian citizen residing outside India who is not ordinarily resident in India as per Income Tax Act, 1961 and C is a foreign citizen residing in India. Since the Ministry of Home Affairs restrict foreigners and NRIs to be employed in public authorities, without permission of the Ministry, I would request you to give the following information 1. Whether Government of India prohibits any foreigner to be a member of the Council of the Institute of Actuaries of India 2. Whether Government of India prohibits any non-resident Indian to be a member of the Council of the Institute of Actuaries of India
