भष्टाचार छुपाने की कोशिश में जुटे अधिकारी , रेलवे में भारी कमीशन खोरी!
Central Railway Signal & Telecom Officer Suraj Barde, ADSTE(MW) (ST) Mumbai giving false and frivolous reply in RTI application . The applicant sought information of details of tender list(last 5 years) issued from each department of Central Railway Mumbai division. The application was transferred to each department & all department provided the year wise tender passed list to applicant but few errant officers put hurdle in transparency . Suraj Barde informed the applicant that the information is in huge quantity and denied using section 7(9) of RTI act 2005. It is common sense that list of tender may be from 20-30 pages for 5 years but he misuse the power & failed to discharge his duty honestly. Other honest PIO's of other department provided copy of list of tender in time.
Applicant met the APIO Suraj Barde and asked him to provide information but he denied to provide such information. As per the CIC order PIO cannot deny information under 7(9) of RTI act 2005 and the charges of copy of page cannot be demanded from BPL card holder. It is crime for public servant to deny any orders/circular/act as per IPC 188.
Few Signal and telecom department officers use old material in new tender and many tenders are not commissioned as per standards. So if the information will be provided then there nexus will be exposed . As per information many officers have 10% Approx Commission in each tender. So few errant officer use this corrupt trick to delay information. Important thing is that all these tender list is available in Central Railway website so Why Suraj Barde is hiding information? Applicant also called his boss Mr. Janardan Singh (Sr. Div. Signal and Telecom Engg. / Co) but he also failed to provide information honestly . The commission may be shared from top to bottom in Railway. Rajeev Tyagi (OSD)as appellant authority also working as post man in Central Railway. He didnot call applicant during hearing as per law and pass one sided order which is also crime as per IPC 165, 166.Now the applicant is filing second appeal at CIC for information and penalty.
