Don’t enrol outside students for class X exam, CBSE schools warned
Abhishek Choudhari | TNN | Oct 6, 2015, 03.34AM IST
NAGPUR: The Central Board of Secondary Education (CBSE) last month shot off a warning to schools who illegally allow students from non-affiliated institutions to appear for board exams in lieu of either financial or other barter-style agreement. This arrangement is sought by unscrupulous schools who solicit admissions falsely by brandishing the CBSE tag and then in Std X get their students enrolled "on paper" to another affiliated school for a fee. Since this causes a major problem for parents, the board has reminded schools that it will be keeping a close watch to check for such violations.
CBSE made it clear that principals must send "list of only those students who are bona fide regular candidates of the school. CBSE has a system of surprise inspection of school in which infrastructure and candidate strength at IX/X/XI/XII is verified. In the event of sponsoring unauthorized candidates (or students from other non-affiliated school) strict action as per the Affiliation Bye-laws will be taken against schools".
The board has a rather complex and multilayered approach for granting affiliation, all of which has now been shifted online to increase transparency and make it more 'friendly'. There's provisional affiliation and there's also middle class syllabus approval, but the biggest one is getting one's schools registered for Std X/ XII board exams. For that, CBSE grants affiliation only at Std VIII level but new schools start seeking out admissions using the central board's tag right from primary level. And here is where the problems start.
In Nagpur, the demand for CBSE schools is increasing and that's the latest fad among parents. Out of the 1,500 schools within city limits, about 40-odd are affiliated to CBSE. The CBSE tag also helps schools to charge a premium in fees over the state counterparts even though for the non-branded schools the quality and operating costs are pretty much the same.
When such schools do not get the affiliation, their all plans go awry. In Nagpur too, certain schools have done "favours" for others by allowing their students to appear for board exams. So far in city, it has always been a case of delayed affiliation for schools which led to the chaos. There are also cases of schools all set to get CBSE affiliation but had their plans nixed as they failed the land requirement criteria.
CBSE has different land requirements for schools in rural and urban areas, and this is becoming a challenge for many schools. Allegations have also been made about a certain education group that they transferred their state board students to CBSE schools in Std IX, though it was never substantiated.
The safest bet for parents is to ask schools for their affiliation number and get it checked on the CBSE website. Even for multi-branch schools, each unit will have a different affiliation number which will help parents ascertain the genunity of such schools.
No such thing as CBSE pattern:

Schools running without affiliation to be disqualified, says CBSE
Indiatoday.in New Delhi, Wednesday, April 8, 2015
Schools conducting classes without CBSE affiliation shall be disqualified for a period of two years, according to a notice issued by the Central Board of Secondary Education. The notice, signed by the CBSE secretary, states that no school is permitted to run classes 6, 9 and 11 without obtaining formal permission of affiliation of the CBSE. It is aimed at schools that have applications pending for middle class syllabus(classes 6 to 8) or provisional affiliation up to secondary level(classes 9 and 10) and for upgradation to senior secondary level(classes 11 and 12) for the academic year 2015-16.
Any school that violates these conditions would be disqualified for a period of two years.
According to reports, schools are functioning without proper CBSE affiliation. They are teaching CBSE syllabus without any official affiliation to the Board.
The schools do not have permission to conduct classes if they fail to get affiliation in class 8. But due to the difficulty in getting no-objection certificate(NOC) from the state government, few schools continue teaching for classes 9 and 10. However, for the board exams they enrol the students in a CBSE affiliated school.
Though CBSE guidelines state that all schools have to apply for approval to middle class 6, they are allowed to conduct classes without affiliation till class 8. So the schools skip applying at class 6 stage and directly apply for provisional affiliation after class 8.
The affiliation by-laws clearly mention that simply submitting the application for affiliation doesn't confer any right to the school to presume that affiliation has been granted.
