Suraj Barde Signal and Telecom Officer Replying RTI Application Without Authority

Suraj Barde working as ADSTE at S&T Department at Mumbai CST. Whenever RTI application comes then he give reply to the applicant directly. His most of the reply is carrying no information and applicant has to appeal at CIC. As per the central railway order in their website he is not the APIO and replying as APIO(Assistant Public Information Officer) . It is fraud to handle post which he did not assign. His boss Janardan Singh assign him the job without any order which is illegal as per law. This type of Misleading APIO's are misguiding RTI applications to promote corruption in Department.
