A RTI activist filed RTI via online portal to CBODT. Later MM Dawla , CPIO (BOA) forward it to different banks including State Bank Of India. As the applicant was BPL so CBODT not demanded any fees.The corrupt officer of SBI ignoring RTI rules demanded fees to the applicant. When RTI application is forwarded to other CPIO under section 6(3) then the other PIO has to provide information, because the basic requirements of RTI application is verified by 1st CPIO. Later applicant filed appeal with the same reason to SBI Mumbai . Appellant authority Mr Yashovardhan Sinha ,also Chief General Manager of SBI Banking operation gave reason that the copy of BPL card illegible( Appeal No.RA-02289(14-15), DECISION 246/2014). So fees should be paid as per RTI rules . But this CGM don't know that in forwarded application he has no jurisdiction to check BPL card. He is also challenging initial PIO efficiency that document is illegible. He has to provide information only. Giving aforesaid reason the Appellant authority rejected the appeal.Surprise is that for demanding Rs10 they spent Rs50 as postage stamp with manpower cost.
The corrupt officers raise unwanted question beyond their jurisdiction and denying application.They ignore RTI rules and create hurdle. As they have to upload basic information on website but they ignore this . In many case appellant is master mind to create hurdle. He knows if application is rejected then applicant will never reply due to postage cost. The govt officers has no issue of cost. In aforesaid matter other honest PIO's of different banks replied applicant with proper details but the only corrupt officer of SBI created hurdle and never provided information.
