Ram Prakash Khandelwal Additional Commissioner Of Service Tax 3 Division Of Parel Mumbai is also appellate authority for Right To Information act 2005. A RTI activist filed RTI application to know the details of assesses of service tax division 3 . The PIO R.R Gehani Of ST III rejected the application because of non payment of fees. Later applicant approached the PIO and explained that he has enclosed BPL ration card with stamp Of "Pradhan Kutumb Labharthi" . But PIO said as the application is rejected so you must file appeal. Later applicant disclosed all the points in RTI appeal but Appellant authority Ram Prakash Khandelwal also rejected the application. Later Applicant went to office of service tax 3 at parel on 16 Dec 2015 at 3 pm. During discussion applicant tried to convince the Addl commissioner that the BPL card is in state govt format and this is official identification of State Of Maharashtra . He also said that applicant has provided this details to PIO and in appeal . In the reply Mr RP Khandelwal said that now you have to file appeal to CIC as order is passed.Applicant said that as you have not followed the CIC various instruction like not calling applicant for hearing, not consulted state govt. about BPL card certificate also not called applicant on phone so the order is against natural justice. Later RP Khandelwal said rudly that you go out and don't do argument. Applicant said that PIO and Appellant authority are working as prejudice and killing time to give information. Both the officer well know that CIC have minimum waiting of 9-12 months.
     RP Khandelwal called peon and asked him to throw out applicant from office. He followed him till door and not allowed to meet principal commissioner who sit in his next cabin. RP Khandelwal and his 3 member acted like goon and pushed applicant till the lift.. Later Additional asked his staff to throw the applicant from building with using abusive language about RTI community and gave instruction to security that never allow this person in building.  
After throwing applicant outside building applicant called police at 100 no. As per law no body can ban citizen to enter in public premises. Police came within 15 minutes and applicant taken him Additional commissioner office at 9th Floor. Police asked him reason but he was unable to reply and denied the ban for entering premises. Next day applicant registered complaint with higher authorities Finance Minister, Joint Secretary (Revenue) and Chief Commissioner to initiate action as per disciplinary rules.

RTE & School Quota Of Kalyan Dombivli KDMC Region Thane

 Kalyan Dombivali Municipal Region School Quota and RTE 25% quota details received from RTI reply from KDMC Education department. Almost in all the schools free education seats for income below Rs1lac is vacant .The vacant seats are illegally filled by private school in open category by private schools by taking donations. KDMC education didnot taken any action. Total approved strength of class is 4 times of RTE quota. If RTE 25% quota is 25 then approved students limit is 100 students. Means 75 students from general and 25 from RTE 25% quota. In all the schools students are more than from approved strength and RTE 25% seats are vacant. It means RTE seats are filled by general students. As per RTE Act 2009 poor quota seats ie RTE25% cannot be filled by general quota in any condition and at any class.
