Under Right of Children to Free and Compulsory Education Act 2009 ie RTE Act students from economically weaker section (Income Below Rs1 Lac) and disadvantage groups (SC/ST/Handicapped) should get free education from Class1 / Jr Kg to Class 8. Every private and govt. aided schools has to reserve 25% of seat fot RTE Quota Students. Students admitted under these schools in private unaided schools are not getting free books, writing material and uniforms from schools. Schools are saying that there is no such provision in RTE act 2009. But in the act it is written clearly that schools should not hurdle the education of the RTE quota child. Hurdle means to pay certain cost for books and uniforms. Many schools have monopoly on uniforms and on books and they charge on premium rates. This is their extra income in School trust account. If a child from weaker section cannot pay fees then how can he pay the cost of books and dress in multi thousand rupees.
In an RTI reply from Govt Of India we have got copy of circular passed in 2010 ( Point No.2)it is clearly stated that Local Authorities and Govt should arrange free Books, Uniforms and Writing materials to RTE Quota Students (Point No.9(1)). If any school deny for free books then register complaint to Local authorities Municipal Education body or District Education Officer (primary) to provide free books from schools. Later file RTI application to know the status of action on complaint. Using this trick one parent got free books , uniform from school located at Mumbai.
