WHY CISCE IS CHEATING INNOCENT STUDENTS
SINCE LAST 60 YEARS IN THE NAME OF UNION OF INDIA AND STATE GOVTS ?
IN MANY RTI APPEAL THEY ADMITTED THAT THEY
ARE NOT ESTABLISHED BY LAW.
IN MANY HIGH COURTS CISCE FILED AFFIDAVITS
THAT THEY ARE NOT UNDER PURVIEW OF RTI ACT 2005.
CISCE SHOULD EXPLAIN THE DEFINITION OF
RECOGNISATION TO INNOCENT STUDENTS OF INDIA.

operating 2 education boards in India as ICSE and ISC since last 60 years.
Approx 50 lacs students has been passout since inception. In Jan 2016 the HRD
Ministry issued a RTI Reply that CISCE is not
recognised to Union Of India or HRD. So the question of ICSE and ISC equivalent
status to CBSE does not stand in law. Later in 2016 CISCE issued the circular that ICSE and ISC are
recognised boards of India and many universities , state governments has
provided the equivalent status to them.
People should understand that How the Board get recognisation
status. As per HRD RTI Reply the boards are constituted by act or parliament
and State or by executive order. If such things happens then the CISCE ie Council for the Indian School Certificate Examinations will be under perview of RTI act
2005. Like CISCE there are more than 10 thousand organisations registered under society act at Delhi govt. Question of law is that if HRD ministry is denying recognition then how universities under HRD can give equivalent status to ICSE AND ISC boards? It is not their duty to recognise or give equivalent status to any private board. It has been issued under personal capacity. When it is verified by RTI then they deny.

"9. A public authority has been defined in the Act to
mean any authority or body or institution of self-government, established or
constituted,- (i) by or under the constitution; (ii) by any other law made by
Parliament; (iii) by any other law made by State Legislature; (iv) by
notification issued or order made by appropriate Government, and includes a
body owned, controlled or substantially financed and also a non-government
organization, substantially financed, directly or indirectly by the funds
provided by the appropriate Government.
10. This Court, thus, is required to
determine as to whether the Board is covered under the definition of 'public
authority', aforesaid. From the materials brought on record before
this Court, it is apparent that the respondent Board does not fall in any of
the first three contingencies, inasmuch as it has not been established or
constituted by or under the constitution, by any other law made by Parliament,
or by any other law made by State Legislature. There is further no notification
or order of the appropriate Government, brought on record before this Court,
bringing the Board under the Right to Information Act. The respondent
Board has categorically stated that it receives no financial support, directly
or indirectly, by Central or the State Government, and therefore, it is not
financed by the appropriate Government, which fact has not been effectively
denied. It is undisputed that the respondent Board is a society registered
under the provisions of the Societies
Registration Act, 1860, and its bye-laws provides that it functions
as an independent, autonomous, juristic person."
As CISCE admitted in para 9 and 10 that
they are not established by any govt so it does not qualify the status of
recognize board. CISCE advocated filed the affidavit at High Court and admitted
that it is merely a society conducting public exam without act of parliament ,
state or executive order.
All the recognise boards in India ie CBSE
and other State Boards are established by act of State or Parliament oe
executive order .
CISCE is just private board having no base
under rule of law conducting public examination . They are misusing the definition
of Delhi Education act as public exam . Getting place in Delhi
Education act definition does not mean recognisation . Many unrecognised
Education board ie Madhya Bharat , CBHE etc.
The definition of Clause 2(s) of the Delhi School Education Board Act, 1973, Act
of 1973, defines public examination in the following words:-
"2.(s) "public examination"
means an examination conducted by the Central Board of Secondary Education,
Council for Indian School Certificate Examinations or any other Board which
may hereafter be established for the purpose, and recognised by the
Administrator or any other officer authorised by him in this behalf;"
Many unrecognised Education boards ie Madhya Bharat , CBHE etc. are operating in India and
Police has registered FIR against such public examination body making claim of
fake recognisation from HRD and State Govt. Getting a letter of equivalent exam
in personal capacity from officer does not mean that Board is recognize .
It must be passed under act of parliament or state like other state boards and
CBSE.
If ICSE and ISC is recognize board as per
Delhi School Education act then the word "Other" include all illegal
boards like Madhya Bharat Board Gwalior, CBHE etc. Including government servant
in committee does not mean recognise board.
All the fake boards are acting in India
under Society act . The information is available public domain and any person
can get from any legal website. So Why
CISCE is claiming false recognisation from Govt Of India and State Govt like
Madhya Bharat Board Gwalior?
COBSE is private body claming that they are verifying the genuiness of education board. They have got such power from HRD Ministry to verify such thing. The COBSE verified the genuiness of CISCE operated two education board ICSE and ISC and published the list of recognised education board http://www.cobse.org/member.htm
But as per RTI Information from HRD COBSE have no power to verify the genuiness of any education board .
